Abstract: 本研究は観光政策の側面から、急増している訪日中国人観光客の観光動向に着目し、観光政策と観光客の動向の間の因果関係を論じることを目的とする。観光客が急増している現象を発生している原因を考える場合、現象が有るところに着目し、プッシュ要因とプル要因を使用して、原因の分析を行う。プッシュ要因として中国のアウトバンド観光政策と設定し、プル要因としては日本のインバウンド観光政策と設定して、両要因の相関関係から訪日中国人の観光成果に、どのような影響与えたかを考察した。また、訪日中国人の観光動向に直接的に影響している媒介変数も明らかにした。; This research focuses on developing trends among tourists from China to Japan. It seeks to identify causal relationships between tourism policy and trends among this particular group of Chinese tourists. An analysis of these causal relationships was made by considering two factors: ‘pushing factors’, which refer to the outbound tourism policies of China; and ‘pulling factors’, which refer to the inbound tourism policies of Japan. A discussion is given regarding the effects that each of these two factors have on the behaviors of Chinese tourists traveling to Japan.

Title: The Development of Corporate Social Responsibility (CSR) and the Role of Government in China

Abstract: This paper aims at analyzing comprehensively the development of Corporate Social Responsibility (CSR) under the environment of market economy in China. First, the main incidents caused by ignoring the CSR, for example the poor treatment to employees in the coal industry, and food safety problems in the milk industry are analyzed. Second, the process of introducing the CSR policies in China is traced. It includes the establishment of the CSR faculty in the Academy of Social Sciences, as well as the promulgation of policies for promoting the CSR by the central government and the local governments. Finally, this paper examined the practice of CSR policies as the case study in Yantai Economic and Technology Development Zone (YEDZ) in China.; 本稿は、中国型市場経済の下で企業の社会的責任がどのように発展してきたかを総合的に検討しようとするものである。第1に、改革開放後の中国で企業の社会的責任がいかに軽視されてきたか、主要な事件について検証した。例えば、炭鉱業界における労働者への劣悪な待遇、乳業における食品安全問題などを扱った。第2に、社会科学院におけるCSR研究部の設置、および中央政府と地方政府によるCSRを推進するための政策の発布など、中国でCSR政策が導入される過程を跡づけた。第3に、中央政府と地方政府によるCSR政策の実践について検討した。とくにCSR政策の具体的な実践過程について、煙台経済技術開発区の取り組みを事例研究として取り上げた。
