| 抄録: | "本稿は、地方観光ガバナンスの向上を目指すために認識すべき本質的課題を複合的な研究アプローチを
通じて明らかにすることを目的としたものである。考察結果より、日本における地方観光ガバナンスに
おける本質的課題に関する仮説は次のとおり導かれる。１）財政資金は、財政制度と行政制度が中央依
存型の制度にロック・インしているとともに相互に制度補完性を有しているため、自主的な財政資金の
確保は困難である。２）民間資金は、地方生活を優先した経済取引活動の実践がなされていないため困
難である。３）「自分たちの生活活動空間」を全てのステーク・ホルダーが協働してより良いものへと
変容していくものだという連帯意識が不足している。そこには中央依存体質が存在する。４）上記課題
の根底には、「権利と責任とに裏打ちされる主権者意識の希薄さ」がある。"
"The purpose of this paper is to consider and clarify the essential problems for
independent tourism governance of local municipalities in Japan using pluralistic
study points of view. From the results we present four hypotheses as the essential
problems for independent tourism governance.
Firstly, the fiscal funds for tourism governance in local municipalities are locked in to
the central-dependent system, and its financial system and administrative system
have mutual complementarity. Secondly, the formation of private funds for tourism
governance in local municipalities is very difficult. The reason is that economic
trading activities in local area have not been prioritized. Thirdly, the solidarity
consciousness that “all stakeholders in local municipalities collaborate and transform
into ourselves better” is lacking. Fourthly, at the root of above problems there is the
“dilution of the sovereign consciousness backed up by rights and responsibilities”." |
