| 抄録: | 本稿は、中国の食品安全管理に関する2013 年以後の地方改革に焦点を当て、省・市以下の地方政府、特に郷鎮などの地方行政の末端レベルにおける食品安全管理の実態と課題を明らかにすることを目的としている。各地方では中央政府の改革要求に従い、食品安全管理関係の部局を統合する改革が進められた。そのため、一部の地方は食品安全管理系統の混乱、専門的人員や設備の不足、法律・法規・技術の不備、責任の押し付け合い、職場規律の弛緩、幾度もの改革による制度や職責の不確定、業者や企業のコンプライアンス意識の欠如などの問題が露呈されている。政府側の行政管理をいくら強化しても、業者や企業がそれをすり抜けようと行動する限り、そこには限界がある。今後の食品安全管理を改善するには、行政による予防と現場の監督能力を強化していかなければならない。それと並行して、業界団体の自主規制や、消費者団体の活動などの果たす役割が重要になってくる。
This paper focuses on local administrative reforms on food safety management after 2013 and aims at making clear the actual circumstances and problems of food safety management at the lowest levels of local administration in China. Local governments executed the reform to integrate the departments concerning food safety management. At some local governments this reform caused the problems such as confusion of food safety management system, lack of specialized personnel and equipment, inadequate laws, regulations and skill, negative influence due to avoidance of responsibility, loosened discipline of officials, instability due to prolonged reforms, and lack of compliance consciousness of traders and enterprises. Under the conditions that traders and enterprises try to find loopholes, however rigorously governments tighten the administrative control, the effect is limited. Therefore, in order to improve the food safety management in the future, China has to strengthen the function of prevention by the administration and supervision at the basic level. Simultaneously, it is important to make efforts in autonomous regulation of industrial organizations and activities of consumers’ organizations. |
